Ohio’s local school districts are supported by Educational Service Centers. Jefferson County is fortunate to have one of the most innovative ESC’s in the entire state. The Jefferson County ESC, and its affiliated organizations, offers curriculum support and online learning services to local students. The Jefferson ESC also serves as the fiscal agent for the Jefferson Health Plan, which was established in 1985 as a partially self-funded insurance program for Ohio’s political subdivisions. The Health Plan has recently expanded and includes clients beyond Ohio’s borders.
The ESC vision and growth strategies have led to the exciting 2017 construction of an 11,300 sq. ft. office complex in the County Industrial Park to house the Health Plan’s operations as well as ESC education programs. The facility will employ approximately 25 as a satellite location to the ESC HQ facility on Sunset Boulevard in Steubenville.
